Look under the Download pulldown on this site. I have added a few new menus there.

di i have to install the whole software again to access those libs

Materials in NXT are simply files in directories. There are a set of default directories. You can also add your own material directories by going to Tools pulldown > Options. Under Rhino Options go to Flamingo NXT. There you can add library paths and search paths to the location of your materials.
